Slasher is in the Catacombs. Second or third level i believe. It is really distinct looking.
Yes, you do pin it on the creature you first saw leaving george's house, but you really won't meet or come across this quest till you reach Verditis. It is pretty hard to kill the creature, i'm not sure what level you are. but i waited till about level 20.
