Is it possible to make tenebrium staffs? And can wands have a +2 intelligence enchantment on them?

Also (spoilers) I am a bit lost in sacred stone. Am I supposed to murder everyone?? I went under the waterfall and let the guy live for now, I went to the prison and did nothing yet...I don't seem to be getting any quests here. Although that geo merchant seems to have good items. Do other quests tie in to this area later on? Not sure how to proceed and have also been playing somewhat passively.

You can not make tenebrium staffs. You can get +2 Intelligence on wands (and a +1 Leadership bonus would would be good, as well, if you can find them together), but I don't think that can be added by crafting.

You don't need to kill everyone in Sacred Stone, but you can. If Bairdotr was in your party, the conclusion of her quest is there.
