The Intel HD 3000 only has hardware support for DirectX 10.1. Full DirectX 11 starts with the HD 4000 (which can run D:OS EE, but performance is about a quarter the minimum requirement listed for D:OS 2).

Most likely your laptop has dual graphics (a dxdiag report often only lists the integrated graphics in that case.)
One way to check which other GPU you have is to click Start (or WinKey-R), type in dxdiag and hit Enter, then in the window that opens, switch to the Display tab (should be one for the integrated GPU and one for the discrete). Since it runs the EE, you would just have to check performance against the minimum requirement (Geforce GTX 550 or Radeon 6xxx), using an online search or a benchmark such as PassMark, or Tom's Hardware has rankings of GPUs.
