That would mean it can't run smoothly even at low...
I'd be careful with that kind of conclusion. It's certainly possible that's the case but not necessarily.
For example the D:OS Classic requirements were "HD Intel Graphics 4000 or NVIDIA® GeForce® 8800 GT (512 MB)"
Among their own "minimum" there's 50% difference between the HD 4000 and the 8800 gt.
Minimum requirements are much more an estimate than hard science outside of things like "You must have pixel shader x support" or "Open GL 4.0+ required"
