Continue the game, when game opens hover over any hotbar keys *Scissors Snip n Cut* sound everywhere.
Open inventory (b), hover over any items *Scissors Snip n Cut* sound everywhere.
Open your skill panel and hover over the skills on the left *Scissors Snip n Cut* sound everywhere.
Crafting panel *Scissors Snip n Cut* sound everywhere.
Journal *Scissors Snip n Cut*
Dialogs *Scissors Snip n Cut*

I don't know how anyone can't hear it - it's 50% of the reason I had to stop playing, other half is zoom level.
