The pictures look like the game renders a higher screen resolution than the monitor can show.

Do you have any fancy software running that makes the game believe that the monitor has a higher resolution than it really has ?

Try setting screen resolution to lower values manually in the graphics options.

If that helps, good, if not, I have no idea.

Luckily I can tell you because I happen to have an NVidia card and not an AMD one ;-)

Driver version is 372.70, the latest version according to GeForce Experience. I never bothered to do any 'optimizations', in fact I never changed anything in the NVidia control panel.
System runs on Windows 7.

Other than giving the advice to change the game's used screen resolution manually, I can't help unfortunately because I have no clue of all the fancy new settings available in graphics drivers.
I do not even know if changing resolution helps because I never had such a strange behaviour.
(And I have no knowledge of Windows 8 or 10 if that is what you use.)

It looks to me like the game 'thinks' it can use a higher screen resolution than is actually possible with the monitor. So my speculation was, that some program interferes and reports the wrong possible resolutions to the game.

If you ran the game in window mode, there would be the chance that for some reason, the game window opens way too big. It does that for me but it's only a few pixels.
I usually run the game in fullscreen or 'fake fullscreen' when I play, only ever in window mode when the game's mod editor automatically switches the game to window mode and I'm too lazy to switch back to fullscreen every time I do simple tests.

Right click the '..\SteamApps\common\Divinity Original Sin Enhanced Edition\Shipping\EoCApp.exe' program file, select Properties, switch to the Compatibility tab and check off the option to disable display scaling in high DPI settings, and maybe run as administrator.

Check your driver settings for any resolution scaling options (right click an open area of the desktop to start the nvidia Control Panel).
Windows 8 has a global scaling option, as well.

Try browsing to the '..\Documents\Larian Studios' folder and deleting the 'Divinity Original Sin Enhanced Edition' subfolder.
This folder contains the saved games, configuration files and a level cache folder. Normally I would suggest renaming the folder for troubleshooting purposes, but if you don't have any saved games that isn't an issue.
Next, extract the replacement folder from the download below into your '..\Documents\Larian Studios' folder, and see if that will let you start the game and see the full screen.

The graphicSettings.lsx file is set to 1280x720 Windowed mode, Very Low quality preset, which you can change in the options (manually, or hit autodetect) if this gets the game to start.
If that doesn't help, delete the downloaded My Documents D:OS folder.
