So how does thievery work? I understand that there's a limit to the weight and value of items that you can take, but does it ever reset? How much does increasing thievery help? Any tips or tricks to help out with it?

It doesn't reset because you can only pickpocket from a target once. After that, they become more paranoid and keep a closer eye on their stuff.
