I disagree. If enemies have more health and do more damage, it affects how you enter the battle.

If I know that the enemy is going to take twice as long to kill and is going to kill me twice as fast, I'm probably not going to charge its face as I may have in easier difficulties. It does offer more challenge. And if added properly, it can be a good middle ground between normal and (what some games call) expert mode.

That being said, a poorly implemented hard mode can cause quite a bit of frustration.

It needs to be more than just treating the difficulty as being harder.

As well making enemies tankier can ruin the flow of the game. If the game plays a lot like a Swat game where you are meant to strike fast and hard, having beefy enemies ruins that and forces all battles into long drawn out fire fights.

Tactition mode made fights longer but the same strategies that worked on enemies on the easier difficulties worked on the newer ones. You just had to be smarter and change how you achieved it based on the enemies and battle layout, as well enemies have more of an ability to disrupt your plans.

Well... that depends. If you tactic was to tank and grind down enemies you could just haveto do that for longer.
But if your tactic was to obliterate a couple of enemies before they even got a turn, then that tactic wouldn't work if they simply had more HP.

Except it'll be just like normal; CC-lock till you killed it.
But that has more to do with the armor mechanics than difficulty. With it however, adding more HP is just a waste that gives absolute no difficulty but more grindy killings.

I'm really looking forward to this game's (hopefully) eventual version of Tactician mode. Chest thumping aside, If the Tactician mode changes already include passive boosts like enemy HP increases, I don't see why it would be too much of an ordeal to also provide a version of game with only those changes, rather than all the other more interesting stuff that mode offers.

Like other people though, I would encourage you to go for the full tactician mode. It really is so much more interesting than just giving the game mobs the bullet sponge treatment, and it's not really all that much harder than the base game once you learn what everything does. It's just much more interesting.
