I think the content involving Emmie was incomplete before. I just hit that spot again, and, with the same inventory I've always had, I was given new options. I'm not going into too much detail, but I can talk to Emmie now. Or, rather, I will be able to once I get the Pet Pal talent (didn't take it yet this run for some reason).
