That sounds similar to the problem a number of people have reported with both rain and freeze active at the same time: a character being able to move at 0 AP but unable to do anything useful and the turn never ending as a result. I'd hazard a guess it's the same thing, and a reload from an earlier save seems to be the only fix at present.
Can't move. It doesn't even look like it's my character's turn. Ben's hotbar is all dimmed, like you'd see when it's an enemy's turn.
