There will be optimizations made later in development, but I don't think that is normal...
I haven't checked temperature, but my CPU (i5 3570K, standard clock and cooling) didn't max out when I tested this. I ran around for about 15 minutes, set off some traps, got into combat, etc, and stayed pretty much in the 50-75% range, only getting a spike up to 100% for a second, after getting killed and returning to the main menu. That is up from 20-35% CPU utilization with a bunch of background programs open. Other specs: Radeon HD7870, 16GB RAM, Win7.

To get a report, hit WinKey-R, type in dxdiag and hit enter, then when it finishes loading click on the 'Save All Information...' button and save the report somewhere handy.
