I have always championed
lots of new Talent ideas, including Talents which don't have downsides. I've always said that I'd rather have a lot of great Talents to choose between than a lot of mediocre Talents with downsides so significant that you might as well not take them at all.
That said however, a lot of those suggestions are incredibly overpowered.
