For one, make teleport only as effective as the mage.

Restrict teleport target size/level and/or teleporting distance so that not every character is the same as effective teleporting monsters around.
Maybe make teleportation dependent on the enemy's willpower? (NOPE! NOT GOING ANYWHERE)

I swear right now combat is mostly about teleportation
