RPG = Role Playing Game
In a game like the Witcher you play still a role, the role of the witcher himself. Honestly most JRPGs don't offer the possibility to create your own hero. The hero is always predefined. There might be less freedom, in what you want to do and how you can achieve it. But I don't think, it makes them less of a RPG, they are just no open world RPG.
Summons don't appear, because the summoner class is not included, same goes for polymorph.
Summon fire elemental was not really broken, it was just a place holder. But it did not use source points. It was the only Tier 2 skill (3 memories), without sp cost at that time.
