Have you broken the chains attaching him to the pillars? He has no dialogue until you do that. I've killed Radeka first and then spoken to Slane on a couple of play-throughs and been able to free him, so the dialogue options are definitely there; if they still aren't appearing once he's able to speak it sounds like it might be a bug.
