There's currently a bug in character creation that allows you to pick up skills for other Combat Abilities that you do not possess.
Here's the screenshot, which doesn't seem to be restricting me from using the abilities, despite not having any points in Warfare/Scoundrel.

Steps to Reproduce:
1. Begin Character Creation
2. Click 'Customize' under Preset
3. Click 'Customize' to begin customizing Abilites and Talents
4. Remove the Combat Skills currently selected
5. Select another Combat Skill that is not the default for your preset
6. Edit your Skills and select some from your non-default Skills
7. Accept the changes; this should bring your back to the screen with Select Preset and Alter your Appearance
8. Accept again; this should bring you back to the Origin selection
9. Switch to another Origin, and then back to the one you were customizing (this is the process that seems to reset your Combat Skill/Talent allocations, but does not seem to clear your starting skill selection.)
Now any Preset that you select will have those starting skills, as long as you do not change any of the starting Abilties (Combat and Civil), as this will prompt a reset of the skills. Then you're able to create the character, and use the skills without the proper points in the Combat ability.
I have not taken this as far as to even level up and see if they're then validated and wiped, though it does make me curious if this would be the case. If there is no validation for skills 'learned', then I'm also worry this could spring up in other places, where there may be some other issues with maintaining temporary skills, and such.
Either way, I hope this is helpful!
