Using an ability outside of combat locks out the controls for a few seconds:
Repro steps:
1. Use an ability 2. Immediately switch to another character, and try to have them do something (like move, or use an ability)
Result: You can't do anything, you have to wait for a few seconds before you can do anything. This is really annoying, if you're trying to buff up outside of combat, or heal your party.
