That's not a bug, that's a feature. The bug is just neutrals going hostile from being stupid themselves rather than actually being attacked.

For example, in previous editions, where blessed fire turned into regular fire rather quickly, I had an NPC in the second seeker camp near the end walk into fire I'd blessed to heal myself and then they stood in it... and the fire turned regular and they went hostile, along with the entire rest of the camp.
