It is available now, as long as the respective client is online and set to update.

For Steam, in the library, right click on Divinity: Original Sin 2 and select Properties, then switch to the Betas tab and select 'NONE - Opt out of all beta programs' to get the most recent update.

For GOG, in Galaxy, select Divinity: Original Sin 2 in the left column, click the More button and select Settings, then either make sure updates are set to automatic, or in the manual list, select 3.0.31.292.
Alternately, you can download the patch(es), or the updated full installer.
