No you aren't the only one. Happened to me 3 times on last playthrough on "select teleport destination". 2x I was sneaking, once not and I couldn't recreate it.
I found F1-F4 worked (would highlight another character but still frozen). F5 and F8 didn't work. Had to use Alt+F4 to end game.
