Got the quest from Trevor after I joined the Merchant guild. Then spoke with Lt Robin to have Tingalf arrested. When I returned to speak to Trevor to complete the quest, there were no dialog options to speak to Trevor about having Tingalf arrested.
That makes two of us (I had this problem too <img src="/ubbthreads/images/graemlins/disagree.gif" alt="" />)
