I can't learn some of the skills with skills bonus obtained from gears, is this by design?
My ranger equipped a "Magister Robe" with Aero+1 but she can't learn teleport.
Yes, they put it in to prevent 'getting skills' for free, because you could learn them without any kind of investment.
