Exact same problem using a digital purchase of the game from Amazon. I've tried it on an i7-4790k with a GTX 1070 and an i5-4690k with a GTX 950 - both with Win 10 64bit. No amount of fiddling with settings will stop the atrocious stuttering of the landscape while my character moves through the environment (and the character model movement stays smooth which seems odd). All the while the FPS stays nailed at 60 (vertical sync on - having it off does nothing to resolve the problem). It seems insane that two strong systems that should bulldoze through any seven year old game has such horrible performance. Since no one has replied to yours in three months I suppose no one really cares anymore. Shame.
