Curse can be cast repeatedly on a target, so level 1 is fine. There are only books for mage skills; select warrior and survivor skills can be gotten as quest rewards, etc (such as after loosing the lockpicking bet in the thieves guild in Verdistis).
The mage's Withering Curse can be resisted, so is not nearly as effective.
