I'd also assumed that a mixture of anti-dragon fields and general unpleasantness from Damian's forts were the limiting factor. That said, I'd also assumed that the zeppelin route between Orobas Fjords and Farglow, Aleroth etc was via that tunnel in the upper parts of the Champion Harbour building and it wasn't until I replayed it that I realised that wasn't the case.
