Maybe, enemy encounters are intended to be dangerous and challenging, a weapon with high damage but low accuracy might seem balanced, but there's a fine line between "risky and worthwhile" and "too risky to use". If a weapon type misses too much, people will stop using it.
Still though, I think that there are some potential ways to do it.
Hmmm... If the Weapon Abilities gave +2% chance to hit per point, maxing the ability's 10 points can give you full accuracy for weapons one level higher, giving you an advantage, eventually. At +4% chance to hit per point, you'd only need to get it to level 5 to do the same. Getting it to level 10 would let you equip weapons 2 levels higher than your character.
