In a save from before entering the Phantom Forest, I entered, activated the waterfall portal, returned to Silverglen, tried a couple chairs to get the right one (in the far corner from the stairs), and had no problem lighting the candleholders upstairs and disabling the house defences.
I don't have any mods installed.
