I've heard it mentioned that on release the One Man Army Talent will be available in character creation.

It still works the same in this patch as in the past. If you are playing solo all your characters can take it at level 8 (as long as you don't use the talent point you get at level 4 as you don't get another one).
It is the extra 2 AP that makes it OP though not the extra vitality IMO.
