It does low damage and cause bleed (which isnt an ideal source of damage atm), all that with a cost of 2 AP.
It only use is gap closing which can be easily outperformed by many other gap closers with lower AP cost and better bonuses.
I suggest adding a Push status to it , you have a pair of horns afterall , you should be able to drag them along while charging. It should works something like this:
If there is an enemy 5m ahead and you use Bullhorn to charge into it 10m behind, then it will be dragged along with you to the chosen distance.
Then this skill would be useful for tanker who can use it both as a gap closer tool as well as keeping enemies at bay to protect your backline.
