There is nothing preventing you from playing now with 2 characters. People have played through with a single character in all of the updates.
The game itself needs to be balanced before it makes sense to balance the One Man Army talent.
I'd like to know how a person can successfully get through the EA content with only one character. I have tried that, and on explorer mode, it feels impossible without boosts to my action/health pools.
