They should just make it so you can't use the skills you learn from eating flesh until you meet the prereqs, solved.
I personally don't think it's a problem. I feel like this is a good supplemental side, sicne any ATTACK skills you get are gonna be nerfed to hell by the lack of requisite stats and abilities or w/e. Plus any DIRECT support (Frost armor, fortify) are gonna be weaker than if you had ranks as well.
