Considering we've already seen one dragon (Slane), plus the void dragon from the last game, and there was another dragon in the early showcase of the game, yes, there will be presumably several dragons No reason you won't be able to play as them.
Just don't expect to be able to do anything exciting as a dragon, not with the very small maps recommended for GM mode and the limitations of D:OS 2's combat stripping away all the cool parts of playing a Dragon.
