Enrage makes all your standard attacks and weapon skills crit and increases the chance of crit of spells by +50%. This means that about half of your skills that do not scale with weapon will crit. Some effects like burning or moving through hazardous environment cannot crit.
It clearly doesn't for spells I have never had a crit with it.
