When playing I unbind "Toggle Combat Mode" from tab, and leave it unbound. I then rebind "Cycle Next Character" to tab. 90% of the time when quitting and relaunching the game, these settings will be messed up in one way or another. Either it will rebind combat mode, and still have cycle bound, so hitting tab does both, or it completely resets the settings, so that cycle goes back to bracket. This happens in BOTH D:OS 2 and D:OS 1.
