Aside from this bug, multi amounts of pocket picking would not be considered cheat.
The devs put the trader their so it's gear assessable for the beginner.
When it becomes cheating when cheat engine is involved.
But then still it's a single player game the player might find it to hard, to slow to time consuming or just want do something weird. Who knows what cheaters motivated it do not matter in the end.
