Probably everyone will be able to host a map, if he gets to own it?
I think he does not mean will they be able to host it, but if one who is hosting get disconnected, will the other players be able to continue game until he returns (imagine like DnD session where suddenly you have DM leave) simply said if player who is game master from any reason leaves/disconnects will someone of other players be able to take his position?
