I don't think it is GOG exclusive. GOG were just awesome and contributed a lot to the Kickstarter, and got the 'make an NPC' reward level. The NPC should be in the game for everyone
GOG is owned by CD Projeckt Red, so it's really cool that the Witcher 3 people supported DOS2. Now if only the NPC had been voiced by Doug Cockle. :P
