So we have attempted to actually defeat Dallis but it seems that we have triggered her without ever going into her vicinity.

What are the specific events that trigger Dallis?

My theory is that as soon as you leave the fort the Dallis event triggers.

Secondly I was playing someone and they said Larian changed the Stingtail quest so attacking the assassin always, or at least intends to, aggro Griff.

While that has happened to me a lot, and only once did it not... Not to mention Stingtail aggroed on me a lot... I thought that was more glitch behavior rather than intended.

Yes, successfull escape will deny the ability to fight her.

Will assaulting the fort do the same or ONLY escaping?

You can kill everything in the fort, but you can't enter the next 'act'.
