I am also getting some nasty stuttering, that I have been troubleshooting for quite some time now.
My Rig's equipped with I7-7700K and Aorus 1080TI, the monitor is 2560x1440@144hz with Gsync, game's running of SSD.
Btw, I am also using Razer peripherals and an xbox 360 controller. I have tried installing different versions of synapse, but to no avail.
What helped me is increasing the process priority, but did not eliminate the problem completely.

After applying this I am not getting hard stutters, but there is still micro-stuttering - mostly when rotating the camera.
I admit that limiting the FPS to say 80 or disabling the gsync kinda fixes the micro-stutter, but the game does not run as smooth.
I also tried meddling, with nvidia control panel settings - like performance options, max pre-rendered frames, v-sync, but nothing helps.
I also tried disabling core-parking, freq. scaling, running game without steam or any other overlays and bunch of other tweaks, without luck.
I hope that some improvement or fix can be figured out for this situation, until then I will keep my fps capped low, to minimize the impact.
