What do you consider often or seldom? In the alpha, you could get like 4 or 5 skills from body parts, which doesn't sound like a lot, but that's 4-5 skills which cost you zero gold in the first 7-8 levels.
Skills are on predetermined body parts, so there's no RNG to game.
