I just created it as an add on project, and when I start the GM mode I click the little cog right beside "Publish" in the campaign list. Here I see my add on and tick it.

I DID just test it with my wife logging in, and it seems that she has to have the same add ons as me for it to work, now how to do that without uploading it to Steam I can't figure out.
