I suppose its a bug. I also have it. It is iritating but, i found a way to solve it just for a short time until it occures again. But nevertheless it helps - you have to talk to someone, anyone, and after dialogue ends, camera-follow is working fine. I usually talk to cat, or any of my group members.
I'll be glad if developers fix this issue.
