Talking to Stingtail for the cook's stolen goods didn't trigger Sebille's dialogue. I went back to the cook and refused to turn Stingtail resulting in a fight and killing the cook. Back to Stingtail, the dialogue triggers, killing Stingtail as a result and now the quest is stuck on "The local cook, Griff, should know more".

Reading more on Divinity 2 wiki comments, found that Zaleskar is the next person to talk to. Playing for the next 2-3 hours in hopes of talking to him would progress the quest, it didn't.

Any fix?

What fix? She needed information that she didn't get, that's just a failed quest.

Anyway to remedy the situation?

Also, when the dialogue doesn't trigger and you follow the quest progression of The Imprisoned Elf, it happens to be that you can kill the Cook before even knowing that you need him for Sebille - It is failed design if anything.

Restart that's the very start of the game. The best way to do those quests is to let Sebille kill Stingtail for the cook and take the orange to him then get the reward of freeing the prisoner.
