I actually think tactician mode could be slightly harder, as the whole point of such a mode is to force you to find new solutions for every combat, instead of finding a strong strategy that can be applied to every scenario.
If you cant beat something, go somewhere else and get more exp, loot, skills weapons etc and come back, it's that simple. And use consumables, crafting, thievery, persuasion etc, you can't really expect to do the hardest difficulty without using any of the non combat skills to help your progress.
