So I created a custom map I would like to use as one of the Scenes in GM mode but I can't figure out how to do it. Publishing doesn't seem to do anything, and I can't find the folder where the normal Scene maps are located. Anyone know how to use custom maps in GM mode?

When you create a new GM campaign there's an option to activate addons, you'll need to activate your addon in there and then your map will show up in the create level window.

So if I made the project as an Adventure instead of an Add-On, is there a way to transfer the level to a new project? When I make a new project I can't find any of the levels from the old project, either as an "inherited level" or not. That, or is there a way to turn an Adventure project into an Add-On one?

You should be able to simply create a new add-on project and copy the level folder from your adventure project over. Levels are located in Steam\steamapps\common\Divinity Original Sin 2\Data\Mods\<the project>\Levels
