Yeah, I've noticed that myself. It doesn't feel well optimized in Reaper's Coast or Arx. I had a lot of stuttering in Dirkwood and middle of Arx. It often helped quitting the game and restarting it but if you loaded or zoned the problem would come back. At one point last night I had loading take almost 10 minutes. It was my fault tho because I had not restarted the game for many hours at that point. Something is clearly wrong.
