I have not reached this "respec mirror", nor do I have a teleport pyramid...Do I find/get this location/item near Fort Joy?

EDIT: internet says both of these things are at the beginning of Act 2

Does anyone else have any ideas on how to remove permanent debuffs, specifically "chilled"?
