First, my rig:
CPU: i5 4460 @3,2Ghz
GPU: GTX 1060 6GB
RAM: 8GB DDR3
HDD: WD 1TB 7200rpm

So, when i launch the game with MSI Afterburner monitoring, i notice it is maximizing 2 out of 4 cores of my CPU at around 100% and the game drops FPS like crazy and is very stuttery. When i fiddle with the games process affinity (enablind only 1 core, accepting, then change it to use all 4 cores again), game starts to use my CPU evenly across all 4 cores. Still - all 4 cores are used at around 80/90% - the most usage ive seen is in the first town area with traders and other NPCs after leaving the ship. So with this high CPU usage i still cant maintain constant 60fps and game drops frames and is stuttering. Is it normal for this game to be SO CPU demanding? OS is a fresh Windows 10 install, have no problems in other games, like Witcher 3 or GTA5, so no idea why this game just melts my CPU. Changing graphics settings from Ultra to Very Low gives me very very minor improvement, the CPU usage drops by around 5%. Any idea what is going on here? What is other people performance and CPU usage with i5s?

That's very similar to what I am experiencing, however with an i5 6500 (@3.2GHz), a 1070, and formally good FPS most of the time, but also very high CPU utilisation on three (usually not all four cores) at near or over 90%, and very low GPU utilisation at about 80%, 70%, 50%, and the odd, short drop below.

While I have (recently) noticed it is not completely unusual that the CPU utilisation is so high and the GPU utilisation quite low on my system, it is still reserved to a few titles, and this game doesn't seem very graphically demanding. (Actually, strongly GPU-dependent titles tend to run quite well.)
