I'm not sure about the dragon; when I did that quest I think I kinda botched it by getting sidetracked during the relevant main quest later, making everybody run off, apparently including the dragon, but I remember players reporting it working correctly for them. Personally I can confirm that the arena quest, for example, DOES register correctly despite the log saying something different. I don't think you need worry overmuch.
