The turn hasn't changed, it's still within the same turn and it's not even the enemies time during that turn yet.
My four chars, one enemy.
New turn, A, B, Enemy, C, D is the order of that turn.
A uses knockdown on Enemy so it should be locked out of doing anything during that turn, but it gets up after A time ends and it's B time to act. Not even the Enemy's time to act yet.
So what's the point of 1 turn abilities? Right now all it does is play the animation and then it gets up half a second later again. Same with being shocked or whatever. Should be to prevent them from doing anything during that turn.
Try checking the ini order again, it shouldn't be possible for you to go multiple turns before enemies as the game ini order works in rotation, you-enemy-you.
So far, I haven't seen a bugged CC case outside the final fight where character sometime randomly falls but is not really knocked down so they get up and walk normally.
